Brief History

The Ministry started as Rivers State Employment Centre in 1992 and later became Employment Generation and Economic Empowerment Bureau. It Finally metamorphosed into a full fledged Ministry in July 2003.

In between, in March 23, 2000, His Excellency, Sir(Dr) Peter Odili passed the Rivers State Empowerment Law in which the Ministry was named Ministry of Employment Generation and Empowerment. The Ministry has since enjoyed the leadership of seven(7) Honourable Commissioners with Sir Alaye Eremie as the pioneer and Chief Ephraim Nwuzi currently in the saddle.

Mission

To become a one-stop Job Solution Centre (JSC) that addresses the employment needs of job seekers, staffing needs of employers, develop skills and entrepreneurs and harness community resources to create wealth and prosperity and promote peace and stability in the State.

Vision

To reduce unemployment and poverty and contribute to the efforts of building the Rivers State of enduring peace and prosperity for present and future generations.

Mandate

Our mandate is to promote jobs and generate employment opportunities for job seekers by formulating appropriate policies and implementing programmes and projects that harness and commercialize available natural and human resources, stimulate business investments as well as impart vocational and entrepreneurship skills that fit job seekers to opportunities in the labour market or to become the investor that employs self and others.

As the lead agency of government on employment matters, we have responsibility to coordinate activities of implementing partners(employers)s and facilitate their compliance to extant labour laws and related policies as well as produce official labour market statistics that will provide information to guide government and other stakeholders in policy decisions, programme design and intervention in the Sector.

Projects

Completed Projects

Trained 30 youths as Marine Officers at AMET University, Chennai India.  Fourteen(14) of them obtained BSc. in Nautical Science.
Executed the Rivers State Graduate Placement Scheme(GPS) in partnership with Nigeria Employers Consultative Assembly(NECA), a 2-year internship  programme that enable fresh graduates acquire the mandatory working experience needed by prospective employers to qualify for employment.
Offered gainful employment to 79 persons under the Ministry’s direct job placement programme; 50 of them were engaged by the State Ministry of Power and 29 in waste recycling project.
Trained a total of 177 persons in various technical skills under the Ministry’s Skills and Entrepreneurship Development Programme; 54 of them were trained in various skills including driving of commercial motor vehicles and issued drivers license in partnership with NLNG;

30 youths in building of fibre glass boat conducted in partnership with Askanana Marine and Fibre Glass Products Ltd; 76 youths in various vocational skills including catering and  electrical and process control instrumentation, conducted in partnership with Prof. T. N. Okujagu Foundation and Industrial Automation and Process Control(IAPC) Nigeria Ltd;

and 7 persons trained in safety in partnership with Charkin Maritime Safety Centre(3 as motormen, 2 – STCN and 2 in HSE); and 10 youths trained in pipe fitting in partnership with Derash and Patvic Welding Academy Ltd.

Facilitated understanding and cooperation among stakeholders and held several advocacy sessions with implementing partners, companies, labour contractors/employment consultants and community employment committees toward building stronger partnerships, collaboration and consensus on employment matters in the State.
Facilitated understanding and cooperation between the State and Federal agency and produced working document to guide operations of the MEGE and FMLP Joint Committee on Labour Promotion.

The body shall be formally inaugurated by his Excellency, the Executive Governor, and shall provide legal platform for monitoring  and enforcing compliance to provisions of the Labour Act, Local Content, Federal Character and related policies of Government on employment.

Current Projects

Held advocacy and round table dialogue with several corporate employers and community leaders towards stronger partnerships and collaboration in employment generation.
Updating the Manual Data Bank of Unemployed Persons – a reference documents that facilitate processing and recommendation of job seekers to prospective employers in the State. Plan is in process to transit to the electronic database management of labour market information.
In process of producing the Rivers State Policy on Employment
Processing candidates for appointment as Government Liaison Officers(GLOs) to facilitate compliance to provisions of the Labour Acts, Local Contents etc. on employment of persons from host communities by companies operating in the State.
